Perhaps the landowner? Or maybe air traffic control if the hill happened to be a grassy knoll on the edge of Heathrow Airport.

Simple rule of life. Don't join a BHPA PG club and you don't have to bother with any of their rules.

Using land without permission for paraglider take-off site is nothing more than a simple matter of trespass and is not worth the hassle of the land owner to sue you. If he did sue you he would be unlikely to get money from you for trespass unless you caused some damage and refused to pay for it. Fly where you want to fly until the landowner himself tells you to stop. Only the land owner himself can do this. Other people don't count.

If you intend to fly paraglider on a grassy knoll on the edge of Heathrow Airport, make sure you have an altimeter with you, and go no higher than 500 foot above ground level.

If you put an engine on your back 'Paramotor'. Don't fly without land owners permission as different laws apply to powered flight. Stay out of airport controlled air space. Make sure you carry with you an altimeter, compass, and an up to date air map. Make sure that you fly at a minimum of 500 foot above ground level, unless taking off or landing. Don't put any wheels or skies on it, it has to be foot-launched to qualify for the UK's CAA exemptions.

If I have got any of this wrong and you end up getting chased by the police helicopter, you can relish in the knowledge that you can get down much quicker than him, and you can land in a smaller space than him, and far away from road access where his buddies can't get to you. In this event, you should then be prepared to do some Parawaiting until said helicopter has gone low on fuel and gone home.

The root cause of the problem is - in the crowded island of England, every piece of land is owned and fenced by someone. There aren't many things you can do outdoors without stepping on someones toes.

Best solution is to move to Outer Mongolia where there is still space to play. But watch out for the yaks.

'sniffer' This individual speaks for far too many of the PG pilots I've met. Not all, I hasten to add, but too many. This superior attitude is what ruins sites for the better ambassadors of sport flying. Sporting of any kind is not a right, and just keep doing what you damn well please to find out how it can become a crime.

ITYF thats 1,500 ft above built up areas, or sufficient height to land clear, roughly speaking. [Actually 1500ft above the highest object within 2,000ft]

You hope. The footage from the Buck house incident showed a PG wing hit by the downdraft from a chopper. Not nice. IIRC this was how Bobby Wills died [but on a HG].

For serious infringements, you will get caught. Its the level of manpower deployed when a serous incident is felt to have occured.
